Yes, but they can directly do it only once. It's grounds for instant ejection from the Catboy Ranch, getting added to the block list on Twitter, etc. Obviously, Lucas only hangs out in safe spaces where he has "control of the narrative" (i.e. a ban/block button).
It was funny when on a recent stream Lucas went off on his mods for being too trigger-happy with the ban button, because he doesn't want an "echo chamber"... and then instantly banned someone for making an innocent joke about an elderly dog (as a reference to Null).
Lucas is a narcissist to the core, so the band within which you can express any criticism of him is very, very narrow. You have to phrase it like "Clara, I love you, everyone loves you, and we know you're the most unfairly maligned person in the world, but..." Even that will draw his ire, though perhaps not earn an instant ban.
