By punctual project, I mean not so recurrent and regular that you have plausible deniability. If you need to pay them 1.4K every month, go to option 3.
I'll give a couple of examples :
1.
Depending on the way you run your business, even if you can't get your VAT back, it might still be profitable for you to just pay them as a freelancer out of pocket under the table. So not acting as a company, but in your own name.
To do so, you could, for example, set up a personal project on whichever platform you know to have a low fee, post the job and select him for it. Then, you just need to adjust the payment to the fees you both have so that it matches whatever payment was expected. It can simple enough for him to deliver something and it will look overboard.
If they fall below a certain threshold of income, they probably don't even need to declare it as income. And even if they do, if the amount is low enough, nobody will ever care enough to try and find out.
2.
You could just buy them stuff. There is no law preventing you from making a gift to a friend, or paying back a gambling debt (may be taxable on his end depending on where he is).
I don't like it as much, because it's almost a one step differentiation, but it's not illegal. There also laws limiting the amounts you can gift people, although rarely applied unless talking tens of thousands.
3.
This one is the best if you really want to go the route of regular employment, or moving a lot of money. But it's risky if you don't know people, and even when you do know them. For this reason, it's more adapted to smaller quantities.
Let's say you live in America and I live in Peru, and you need to send me $2K.
You give $2.1K to this Peruvian dude named Pablo
Pablo tells someone in Peru about the transaction, and they give me $1.9K
It's extremely efficient, and absolutely impossible to detect whatsoever.
If, by any chance, you are dealing with Asians, I imagine you should be able to find someone to make it happen. Probably on the side of the recipient.
