There are a few things I will speculate that Boogie is talking about. There is a part in Frank’s encyclopedia dramatica article that says he tried to get an underage girl to meet him, she stood him up at an airport and he tried to overdose on Advil because of it. This was referenced a bit in the fishtank community, but the source is encyclopedia dramatica so take it with a grain of salt.
When Ethan Ralph interviewed Channing Creager, she said that Sam Hyde employed Frank to do gay ops on people that Sam disliked or left MDE like leave harassing phone calls to Don Jolly, or physically intimidating Channing when she decided to leave. Channing seems incredibly unreliable but you can decide for yourself.
The third thing I could possibly see Boogie saying is something that’s already public knowledge (like him hassling somebody in a video or saying nigger to someone) and he’s being a gigantic drama queen that craves attention. Frank might be an asshole to the people he hassles but he doesn’t cause physical or any permanent damage, Boogie causes way more damage by telling his young audience (when he had one) that the appropriate way to deal with adversity is to cry, throw a pity party and suicide bait, with Frank you pretty much know what you’re getting.
