it does in all 50 states. there is a question on the 4473 which asks if you use schedule 1 drugs. if you answer yes you are denied a transfer. if you lie you are breaking federal law.

Not just schedule 1 drugs, but any unlawful use of any controlled drugs, explicitly mentioning marijuana. This could mean popping a xanax without a prescription. It's very broad and is meant to be. Until marijuana is legal federally, the ATF will use this as an extra charge any chance they get.

The real trick is to manufacture your own firearms as you can't get in trouble for lying on a 4473 if you never fill one out.

So essentially it will legalize medical marijuana across the US unless a state prohibits it. 15 states currently do not allow medical marijuana. Most of these states presumably would already have laws scheduling cannabis as a schedule 1 drug, making this entirely pointless. The only difference this makes if the ATF goes after a medical marijuana user for lying on a 4473. Medical marijuana growers and dispensaries would be able to use banks again as well, not if they sell recreational though.

If you are a non-medical user, you will still be prosecuted. Don't think the DEA has done any marijuana prosecuting in legal states for a while now, but I could be wrong.

Classifying marijuana as schedule III is doing something though. It allows researchers to legally study the drug itself in the US, which has previously been impossible. It also allows access to the banking sector for marijuana businesses, which will do a lot to prevent armed robberies (the dispensaries won't have to safeguard cash anymore)

We all know we will neither legalize or eradicate the drug trade so it's moot
