A fundamental problem with democracy is that one party will benefit from expanding the franchise, and therefore will do so when it gets the chance. 1) Its not illegal yet. Still needs to pass the senate and then be signed into law. 2) the law has to be enforced. It doesn't matter what the law says if no one enforces it.
