You'll find that Destiny says a lot of things and means maybe half of them on a good day. I can give you a couple of reasons why he would deliberately choose a woman from out of the country.

1. Long-distance relationships fit his dating MO pretty well, since it gives him good justification to ask for an open relationship and not always having to do regular couples things gives him the time and space to hyperfocus on whatever new girl he's obsessed with in a given week. If he starts an LDR with an American woman there's always the chance she would push to move in with him, and the chance of that happening is bigger than the chance of another hypothetical foreigner girlfriend pushing for a green card marriage. At least that's how I think Destiny sees it.

We just see his motivations differently I guess. It's obvious I don't really put much stock into what he says. Yeah I'll concede that he's the one to escalate in the relationship but I just chalk that up to part of the love-bombing strategy. He just love-bombs some women harder than others.
