(It’s not just for fishing - if a pond or lake has no outlet to another major water source, it can get scummy and unslightly, so the fish help balance the ecosystem and keep the water clean.) The members of the community definitely know who lives there and who fishes regularly, and claiming a family member lives there and gave them permission isn’t enough. Kim and Dalton obviously don’t belong there, so fishing from those private lakes is technically theft.

It sucks for Kim and Dalton, but to be honest, they are the kind of riffraff that these rules are meant to keep out. Druggies and low-class people of all ages come into a community and want to use its resources, that members pay a lot of money for, for free. They leave their trash and drug paraphernalia and usually a condom or two. In most, if not all states in the US, you can fish without any sort of license if you fish within a State Park. You can buy a day pass (these are usually no more than $10, kids are free or reduce priced) and you have the entire day to fish all that you want.

There are a ton of free places to fish within a short drive (or even probably a walk) without almost all areas of Central AR. There are even resources for free or loaner fishing gear. Citation please? The only states I can find that do this (for residents only, btw) are Texas, Minnesota, and Maryland. And there's still state park entrance fees that need to be paid.

But also it looks like people on disability in AR can get a three-year fishing permit (which allows another person to accompany/assist them and they can also fish) for $10.50.
