The Peruvian government has officially categorised trans and intersex people as “mentally ill”.
The decree, signed by Peruvian president Dina Boluarte, defines “transsexualism” and “gender identity disorder in children” as mental illnesses.
It also categorises dual-role transvestism (cross-dressing), fetishistic transvestism, (sexual cross-dressing) and other gender identity disorders under the same bracket of mental illness.
After the directive was announced, the nation's health ministry reportedly asserted that it was the sole method to “guarantee full coverage of medical attention for mental health.”
Under the decree, the Essential Health Insurance Plan (PEAS) would now refer to transgender and intersex people as having a mental health issue.
In an statement on Friday (11th May) it was stressed that LGBT people would not be subjected to "conversion therapies" and pointed to a 2021 resolution that protects against practices of conversion therapy.
The LGBT rights group Red Peruana deplores the move for further stigmatising the Peru trans community, stating that the policy is based on an "outdated" view of gender identity.
Percy Mayta-Tristán, a medical researcher at Lima's Scientific University of the South told the telegram "You can’t ignore the context that this is happening in a super-conservative society, where the LGBT community has no rights and where labelling them as mentally ill opens the door to conversion therapy."
An Ipsos poll from early 2023 found that 81% of Peruvian citizens believe that trans people face a "great deal" of discrimination in society today.
