Its simpler than that, its called a criminality tax. Every time some criminal engages in criminal behavior society pays. The cost of everything you pay for takes into account all the shit people will steal or damage.

Its pretty amazing people dont grasp every time some criminal does something its costing them money. Though I guess its not too much different than how people dont realize how badly inflation fucks them in the ass.
