Is CPS the mandatory reporters to the police? I was under the assumption that a mandatory reporter, reported him to the CPS who then reported him to the police.

CPS is mostly the Agency that the Mandatory Reporters report too. CPS has fairly broad discretion in some areas as they are a sort of Hybrid Social Services/Law Enforcement agency. But if they find clear criminality they will get the DA's office and Police in on it.

It depends on the report and the nature of the reporter. Some things will necessitate a home visit and interviews to investigate. If there is any indications of violence or sexual abuse they go in with Kaw Enforcement.

Kids not being clean or well fed will trigger a home visit and CPS investigation. Reports of Drugs, weapons, video equipment and a Sex Dungeon in the house will have a more intense response.
