I am not terribly familiar with raver culture, but from what I understand they go to these dance music festivals and do lots of drugs. You see those colorful beads on Teddy's wrists? They are known as "kandi." Ravers trade Kandi bracelets as sign of PLUR ("Peace, Love, Unity and Respect"). So it's sort of like a hippie thing, but with techno instead of classic rock.

Per the wikipedia page, Ted would be known as a "Kandi Kid." There may be more rare Teddy photos from his raver phase.

I am told that the girl Teddy's with is named Kim Sola. I was able to cross-reference this name with my own research, and indeed Ted graduated from College of Staten Island in 2014 with a "Kimberly Sola." Both graduated with a Bachelor of Science Degree (note that Ted went back and got a 2nd B.S. degree in 2018). The LinkeIn member below is, I believe, that same Kim Sola, as she is from the Staten Island area and has a congruent work timeline:

Aside from the shrimpy fuckboy physique there's really not much to make fun of in isolation, but in context it's just pathetic.

The guy in the picture is sharing a fun evening with an attractive woman while working towards a respectable degree. He obviously had aspirations and honestly, it wouldn't have been hard for him to have made a decent life with what was right in front of him. I knew a couple guys exactly like this in college and they're all doing great now. They're all married with houses and high paying jobs, and most have kids. That's the life you'd expect the guy in that picture to be living ten years down the line.

But somewhere along the line, something went wrong. Somehow after ten years, all those seeds he was tending turned up barren and he now has nothing to show for it. That's why the picture is such an L. It's not that the guy in the picture is a loser. It's that the person that guy grew into 10 years later is such a pathetic, simpering shell of his former self that it's shocking to compare the two.

It didn't have to be this way, Feaser! You could've had a white picket fence instead of palling around with McDonalds-slurping white nationalists who are all a decade younger than you. Hope you're happy with your choices!
