If I understand correctly, they're blatantly lying and saying it will take 50 hours to edit the footage, at $60 an hour. That's where the $3k figure comes from.
Either free or a tiny nominal fee for distributing the files to you. Some spergs struggle to understand this however.
No one struggles to understand what you're saying, what you're saying (that the initial 3k is okay to charge for the first copy) is fucking retarded, and it isn't a reasonable price even for the initial copy. A video editor in Minnesota working for the public shouldn't get $60 dollars an hour.

Also I read her response as $60 per hour of footage, and I don't think it's crazy given the privacy restrictions we've been hearing about for MN thst it could take 2hrs of work for each fully processed hour of footage.
 
I mean look at the quotes about all the cameras involved from the 'make sure you ask for this too!' posts. Many officer bodycams, the squad car recorders, the interviews.... It adds up faster than you think.

We have nine or ten officers on the ground, two or so hours of footage minimum, that's at least 20 hours just to watch them, plus whatever they have to do to privacy/redact. 50/60 hours is entirely reasonable. Even just doing a top & tail tightening or removing dead air can take 3-4x the length of the clip you're working with.

This is not a "drag files from storage onto a CD" type request.

She didn't even tell me a ballpark price for the warrant doc, even though that's already been released. Amazing communication skills there, government appointed communicator.

The lady spent half the email talking about the bodycam footage despite me not asking. Exactly how many people do they think are going to pay that ridiculous $3k price tag on public record files that can be effortlessly duplicated with a single click??? The county must really want to make bank off this case. Gotta restock Justice Pussy Liquor's special potion cabinet, I guess.

They arrived at 0913 and left at 1105, we can round that at about 2 hours of footage on site, that's 18 hours total if all 9 cameras are accounted for, so maybe around 20 hours of footage to scrub through just for the on-site footage, that's not including the cop intercepting Nick or the squad cars.

There's definitely gonna be a lot to scrub through in the end.

It is actually reasonable for sitting down someone trained - likely an officer that will need to be covered for other duties - for a small county.

These people don't have whole FOIA departments like the FBI does when they sweep someone's file request into the docu-scanner 9000. It's actually a significant burden for them to assign resources to things like this so the cost can reflect their actual need.

How it probably should be done is the state should have a central shared department for all this stuff, who can do it for them. I don't think anyone does it like that so you get a patchwork of abilities to deliver and 'reasonable costs'.

Kandiyohi County probably receiving more FOIA requests this week, than they have all year along.
Given how many people are interested in this, I’m thinking they have received more FOIA requests this last week than they have total in their entire history.
They could ask 10k for the footage and we'd save up to pay tbh.
Whoever manages to get that first and livestream/react to it would likely make this money back easily in super chats. Even massive cuck faggots like Aaron are making money off of this situation.
