He's been a con man for decades. Stories of him ripping off contractors have been told for decades. I heard about them here in Texas before 2016, which tells you how widespread these stories were.
He's a crook. He's always been a crook, the people who surround him are all crooks. A lot of those people are now in prison for being a crook. The quality of who you surround yourself with tells others a lot about the quality of yourself.
