If you live far enough from neighbors who will care, it can be, but it isn't a great idea unless you've got a lot of distance between you and anything that might get damaged. .223 is a lower powered version of the 5.56mm round used as NATO standard infantry rounds. You could use a .223 rifle on a racoon if you don't care about having pick up the chunks.
