If the family is struggling to that point than chances are there's no helping them. Government already helps them as much as they can. Any more and they should just be put up for adoption so a responsible family can care for them. Better yet, if you can't take care of a child you shouldn't have them in the first place. Patrick knew that when he gave up his parental rights.
At this rate Patrick's not even getting third place.
