Except for the basic pattern of the background it was all photoshop. I had AI generate a splash pattern (the coloring was fucked so I had to correct that in photoshop anyway) and then I took the transparent Bossmen from this post by @Meiwaku

The font is called Takasih on dafont.com (I always used 100% free-range grass-fed open source fonts in my photoshops).

I did some the aforementioned color correction on the background, some layering and color correction on the Bossmen, all just your standard photoshop stuff and there you have it.
