So that's chambered in the Soviet 7.62x39 cartridge, that while of a similar bullet dimension to American .308 (7.62x51) it is a lighter bullet (123gr generally for Soviet vs 150gr and above for American) and travels slower. For a proper .308 AR you would be looking at something like an Aero M5 or one of the PSA M110 clones.

This problem can easily be solved if you have 5,000 for a rifle and 2,000 for ammunition laying around.

Almost no cartridge that can be comfortably shoulder fired can penetrate level IV at this given time. With the exception of absolute unicorn rounds like .308 M993, you will not be getting through the armor.
No standard INFANTRY cartridge will pierce L4 plates. Just take the 5.56, ammo is still somewhat affordable, good quality rifles are cheap, and recoil is low enough that you can put down a large volume of rounds relatively accurately.
They won't. But if you fire 10 rounds in a matter of seconds, something squishy is getting hit. Capacity is important. Most engagements are shooting at the combatant, not necessarily aiming for specific spots on the body. Of course you can train for that, but if rounds are going your way too, you're just trying to put something ON target.
Especially what the civies can get their hands on ammo wise. It is simpler to hit them until they die, so to speak. You will be fine with a AR Josh.
Shotguns pellets will not pierce any solid armor/most soft armor because of how energy is divided among the pellets.
The advantage to a shotgun in this scenario is the patterning of buckshot. However be aware that shotgun pellets travel much slower than rifle bullets and will be entirely stopped by any kind of hard or most soft armors. Again shot placement would be an absolute necessity, hips and head. Use nothing less than 12 Gauge.
Shotguns are in a worse place for armor-piercing. The vast majority of shotgun rounds will be stopped by soft body armor, which is traditionally level II or IIIA. They are no better than pistols in that area. You can get force imparted with slugs, but then you're losing possible distance and still not guaranteeing that you do much beyond collapse a lung.
Now THAT'S a different can of worms. There are loads out there that are expensive, and specialty, which have defeated LVL4. We're talking 12 gauge slugs made of non-standard materials such as brass or bronze. But something like buckshot at a reasonable distance will be effective, as you're effectively firing a handful of 9mm, all at the same time, with a spread that may hit plate, leg, shoulder, neck, etc.....
12 gauge slug would severely break up their armor, and then break their ribs, even if it doesn't penetate fully. That's just physics.
I mean you fire one into the chest and follow up with several shells of buckshot. They are dead at that point, you've hit something.
You should also keep this in mind. Even if you shot someone with say a .308 within 50m directly in the chest with lv 4 armor… they might not be “dead” but they would be throughly incapacitated with broken ribs/punctured lung/ cracked sternum… etc… the plates stop penetration but their chest is still going to absorb the kinetic energy and fuck them up.
