Might be the council. In the article it is mentioned that the traffic lights turn rather quickly. We have that in my area too and it's dangerous as hell, they expect pedestrians to be able to sprint across the road, apparently. If that's what happened that is horrific, because the guy in the car may have had a green light and never saw it coming.
He walks in, looks at the guy, sees him reaching down and still turns his back on him.
Yeah, it looked like a low-visibility turn too. Could he have gone more slowly and looked more carefully? Maybe. Is he culpable for manslaughter? To me it doesn't seem like it. That intersection looks like it was practically engineered to get people killed.
