No it's not, Americans have a terrible habit of equating air superiority and air supremacy, Ukrainian aircraft CANNOT contest Russian aircraft, they must stay within their AD bubble and hug the ground at all times, meanwhile Russia can send up Su-34s to lob glide bombs from 70km away, if there was aerial parity, these Su-34s would be attacked by combat air patrols, and there would be actual BVR engagements between the VKS and PS ZSU, but there isn't because Ukraine has no BVR capability beyond R-27s while Russia can safely lob R-37s and R-77s from far outside their engagement ranges.
the Gulf War was Air supremacy, Vietnam varied between air superiority and air supremacy for the USA, the Iran-Iraq war was air superiority for Iran until the later war when their logistics broke down, NATO intervention in the Yugoslav wars was total air supremacy, as far as air superiority goes, the VKS is actually doing pretty decently at this point, they've figured out how to conduct effective ground attack with glide bombs, and as long as they're out of Ukraine's limited air defence bubbles they have a lot of breathing room to do stuff, the biggest issue for them is the Ukrainians being sneaky and dragging SAMs up dangerously close to the front, which is how they managed a few high profile shoot downs.
