The Civil Rights Act, since its inception in 1968, has been vastly expanded to cover just about everything and used as a de facto Constitution. Luckily, you, in this thought exercise, have a chance to replace it with a much more limited piece of legislation that can't be used for just about any malevolent group to hijack power and "rights". Using the original document as a framework, how would you go about using it without completely reverting to 1950s-style segregation?
