None of those conflicts were wars in the legal sense. In the entire history of the United States of America Congress has only declared war 11 times, the last time being 1941. Congress has largely allowed the President to do what he wishes when it comes to conflicts because it's politically messy to declare war unless the war if fairly clean cut like when Japan attacked Pearl Harbor.
The president also has to agree, so in the event Congress passes a vote to declare war it means squat unless POTUS signs off. They can't force him.
Okay maybe you should go president of Israel then Joe, they think Bibi sucks, but you'll make them beg to have him back.
If Trump was in his place drooling and slurring I'd be asking what the fuck is going on, no party or country should want a literal dementia patient in charge.
Yes Reagan did begin to be affected by Alzheimer's when he was in second term, but he managed to hold himself together those last 4 years of his 2-term presidency and never shit things up as badly as Joe has.
