Wherever the shooting location was it was somewhere between 30 and 50 yards. .22 is a really weak caliber and on a windy day will lose much of its long range MOA. That is within the deviation from wind and instability and shit. That was pure luck.
You don't get to square off a clean headshot without some kind of planning and cover. Someone had taken a well-aimed shot that went off-course, and had time to aim and shoot from some distance away. Triangulating, just on a whim, it's "to the left" of the camera at an equal distance (since he touches his ear by the time the crack reaches the camera) - if you can figure out where the camera is, you can figure out how far away the shooter was.
