One of the main reasons why the Akron PD have classified Chance as a mentally disturbed person is because they've already told him that this entire issue is a civil matter to be resolved in courts, they've told him this for almost 10 years and that's all Chance would have to do to end this. It's very easy to go to the post office in his town, ask for someone's address or see if they have a forwarding address in case then just file in small claims and send off the letter to the address. Chance is just too fucking retarded to understand how to be an adult and he lacks the intelligence necessary to understand that "Marty" isn't doing any of this, he admits to none of it and he has other people do it for him. Whatever criminal behavior he's engaging in, he has deniability up and down.
