Late reply, but fuck it. Been thinking about it.

Secret Service does a lot more than just protect politicians. They handle every counterfeiting case even now - they did used to be treasury agents, after all. Lot of women in that aspect of the SS. But even in protection units there's a need for women.

Close protection units are in two parts. There's the inner ring, the big fuckers that act as meat shields, haul the principal around as easy as a bottle of water if needed, and generally are there to be noticed. A little intimidation goes a long way in crowd handling.
Then there's the outer ring. The ones who are actually in the crowd and usually are the "bystanders" who grab the nutter shooting from close range then fade out when the cops finally show up. You've likely noticed them before without thinking about it - the ones who grabbed the shooter but somehow never get interviewed afterwards? They tend to be wiry little fuckers or women - less noticeable.

Now my interpretation - this is solely my thoughts, so treat with a healthy dose of scepticism!

Skimp on the inner ring people and fill it out with outer ring - you've covered the letter of the law perfectly. You can even justify it if called on it - he's a candidate famous for being in crowd situations so the outer ring is arguably more important.
Considering the reports that most of the SS were drafted from local assets to fill in because his usual people have been run ragged (It's a few pages back from the post I'm replying to, for anyone who hasn't seen it) I'd consider this a strong probability.
As I said above, it is purely my conjecture, so apply scepticism.
