I never thought a president could be more lame than a lame duck, but we've found a new level: Senile Duck. He doesn't have 0 political capital, he has negative political capital. Things he gets involved with actively require more political capital to do.

States must approve Constitutional amendments. Maybe he's hoping to get some of those on the ballot in November to help Dem turnout? It's the most desperate move ever if so, their internal polling must have cratered. Fundraising too. Anti-Trump ads for the amendments wouldn't be for Biden so would skirt contribution rules as well.

Don't count Biden out just yet. the uniparty still backs him and while I doubt he could pass rent control or roll back immunity I'm not will to say the uniparty can't whip enough RHINOs into line to stack the SCotUS.

The only thing they really want to do, nay, need to do and with a Biden loss almost guaranteed now is the best chance they may have for decades to neuter the upcoming GoP presidents.
