Because I'm glad LexiAlex went out of the way to correct this moron, I also want to point out that the Reichstag Fire Decree was able to be enacted because the President had already been ruling through decrees for many years. Hitler never had a majority in Parliament but like his immediate predecessors could avoid having to command majorities in the Bundestag because the President could just do this. Unlike the previous Chancellors he had no problem with doing this to eliminate any form of democracy and intended to do it anyway. Considering the vote Hitler got on the Enabling Act he probably didn't need the Decree since 400+ members were willing to pass it including some dummies who immediately found themselves suppressed by what they voted for.
