Worked at an inner city school for a long time. Things are FUCKED.

The problem you described about not being allowed to call in disruptive students is a problem at non-inner-city schools too. I was discouraged from seeking help with discipline after I saw that it was a revolving door policy, and that they effectively didn't care about the students destroying the classroom (let alone disrupting the class). Administration actually made us read this one book which stipulated that teachers were to blame for any disruptive behavior. The administrators soak up the funding like sponges, and they make sure the shit flows downhill to teachers.
