It's because they use a generic one supplied by Hacksaw... It's really shitty and has a terrible payout.
To be more specific, the range Hacksaw allows ranges from 92% RTP (abysmal) to 98% RTP (better than most bets). Howl, being more interested in scamming money than keeping long term customers, opted to set it directly to 92%. For a frame of reference, the mines on Stake.us are 99% RTP, basically as good as it gets outside of gaming the system since 100% means the casino makes no money. Supposedly Howl intends to make their own coinflip 100% RTP, which would be interesting if true because Bossman does like coinflip and it'll be interesting to see him play a truly fair game (and still lose because triple chucking isn't enough and he'll insist on going for 4 wins in a row).
