He is very strongly anti-gun, which is something I pay attention to. Californian influence is strong, which means CA insane gun laws can and will spread eastward. Hell, only a few years ago Washington enacted an assault weapons law, which a decade ago would've been unheard of.

So here's my theory as to what they thought the gameplan would be. Biden-Harris becomes Harris-TBD, and Harris-TBD gains access to all of Biden-Harris's money. Before Harris loses in the open primary, or steps down/rejects the nomination, the Harris-TBD campaign uses up all the money on attack ads against Trump and other generically useful stuff for the party. Then, having wasted the entire warchest, she's removed from the ticket / they push forth the real candidate / etc. There's suddenly no money left -- it's been spent! -- so no icky refund mess or questions about if Clinton-Newsom can use the funds or what have you.

Depends how the case Trump is bringing goes. The FEC is unlikely to do anything on its own volition. Assuming the case goes through, they need to refund every single cent they gained in the candidates name, starting from the point he announced he was standing down. This includes any money gained after, and any money -spent- after.
