I did a thread search to see if this was mentioned regarding the tattoo, and didn't find anything. Apologies if it was mentioned, and I missed it.
This is probably a tattoo with "ephemeral ink". They're a weird trend now, but it's a tattoo done with ink that's specifically meant to fade and disappear over a couple of years. Would also make sense that he might have to go to Little Rock to get one, instead of any old tattoo shop in the town he lives in - it would be a more specialized request. Would also explain why a reputable shop would be more willing to do a face tattoo if it isn't meant to be permanent, because it's "ephemeral ink".
But don't worry - he'll probably still need to get it lasered off. People have been finding out the hard way that their "temporary" tattoos aren't as temporary as advertised, and laser removal is apparently significantly more painful than the original tattoo.
