As of last year, that's actually Puerto Rico. Also considering they're only around 3 million, not a great look for them.
South Korea also has had few small baby booms, such as in the early 90's and early 2010's. Japan's only had one in the early 70's and even then, a lot smaller than the South Korean ones. Combine this with the fact South Korea has many different stimulus and programs to incentivize births - it is a no brainer why Japan's mocked most about this. Japan essentially relied only on Shinzo Abe telling them to have kids (May his peace be eternal).
