Feral cats are wild animals. They have had little or no contact with humans since birth, and will actively avoid them. They might come to tolerate the presence of a specific human who feeds them on a predictable basis, but they cannot be touched or handled, and will run away or attack you if you try. The only way to get them in for spay/neuter, medical care, or relocation is to trap them. And well-meaning attempts to tame them almost always fail, because they are wild animals.
If there are feral cats on Meemaw's property, it's any of the kittens that the mothers hid from Polissa, and that she never got around to socializing. The veneer of domestication is extremely thin on cats, so they will grow up to be completely wild, despite having tame mothers. Since I doubt that Meemaw or either of her useless daughters cares about the cats, or sees them as anything but a nuisance that they tolerate only for Polissa's sake, it's safe to assume that all future kittens are going to end up feral.
Tame cats who end up fending for themselves after getting lost or being abandoned can appear feral, and even act like feral cats after being trapped and taken to a shelter, because the shelter environment is incredibly stessful. But if they are allowed to decompress, they will start exhibiting tame behaviors again, and willingly interact with and show affection to humans. Around here, apparent "ferals" in shelters get adopted out as barn cats, and I see countless posts about how those "ferals" are now friendly, or have the run of the house. That's because they were never feral in the first place, just frightened, stressed tame cats who ended up as strays.
