The average cop needs to understand that a two tier policing system gets them hurt. No matter what their bosses say. It is unacceptable to the average man or woman on the street that whites get the boot and browns get slaps on the wrist.

As long as they get paid decently and are relatively say they will enforce the state. Therefore you can either:
1) Make it too dangerous to be a cop for them or their family ("Terrorism" offense which most people are not willing to cross today).
2) Make it economically unfeasible to be a cop (They'll just force you to sell to them).
3) Make it where you can get them a job that is better than a cop.
4) A mix of all the above.

I don't live in the area so I'm not an expert but wikipedia is probably not up to date. Leicester had the reputation of being brown town since the early 90s. A lot of these groups move around to form larger groups in other cities so who knows where they are now.
