I don't think they have admitted they having a no fly list, but Mexico does participate in terror watch lists.

That said, it would be hilarious if the Gunt is literally stranded in TJ due to his own rage getting him on an unofficial no fly list- and you know airlines share that info. Good luck getting back to Merida or even Cancun- yeah, there are American flights there, but they cost quite a bit more. And driving goes through about 5 different cartel warzones.
