There's a funny interview that Jimmy did a while back where he bitches about having more viewers than the Super Bowl but only a tiny fraction of the ad revenue. If he loses a significant amount of his US/EU audience, he will be hurting even if his videos still get 150 million views.

He also has a higher percentage of poor viewers than other YouTubers because he was the first guy to dub his videos in a dozen languages.

Because they can get away with it through a combination of public support (we've seen this time and again with cherished figures in popular media over many several dozens of years; sentiments like 'they couldn't ever do something like that'), and making more money in a week than any of us will likely see in our lifetimes. Probably some thrill in getting away with breaking the law and getting away with it, plus children are kind of dumb and easier to manipulate into sexual abuse than most adults (who might also have the resources/smarts to hold it against you at some point).
