Being charitable after living in North Africa and dealing with the government in a neighboring country, the birth certificate is likely original but that stamp was likely added by the state security service wheb they turned 18 saying they were clear to get a passport since remember Algeria is still under a socialist dictatorship and up until the late 90s dealt with a civil war where islamist death squads literally wiped out entire towns and villages so human rights and shit do not exist there and they still have alot of the communist regulations in place.
I know with my dealings in a neighboring 'democracy' I had to get personal documents stamped by 4 different entities: the local court, national police, ministry of foreign affairs, and prefecture prosecutor's office before they could be used, my dox looked like a fucking bingo card from the 7 stamps I needed affixed to it.
