Well if the cartels actually rolled up, took over and established some basic law and order in their towns no one would care, becasue the Federal, stare and local governments aren't doing it. They're too busy looting the government coffers and scheming how to steal more from the average worker; in short, out elected officials are more like a shitty cartel themselves and skeevy cops are their sicarios but provide none of the protections cartels can-and do, in the towns they control.
Russia is built differently but only because it's so large the state can't be everywhere at once. Novomykhailivka-Kostyantynivka Front - The Push to Encircle Vuhledar
Southwest of Donetsk / Northeast of Vuhledar
Introduction

For this update, I'm focusing on a less active front yet has some interesting updates to offer.
To rephrase what was stated before in previous posts, Russian forces, comprised mostly of marines of the 155th, failed a large-scale offensive against Vuhledar, a stronghold composed of mostly commie-blocks of a hill, in January 2023. The Russian military command soon "sacked" (via a symbolic promotion) the commanding officer of Vostok Command, Lieutenant General Rustam Muradov, for his incompetence in causing a strong unit like the 155th to incur many casualties and equipment losses. Muradov's replacement is Colonel General Andrey Kuzmenko.
An assault towards Vuhledar from the south is unfeasible, as Russian forces have struggled to push back Ukrainian advances from Vuhledar southwards. To counter this, Russia seeks to aim to cut off Vuhledar from Kostyantynivka via the O0532 road, Vuhledar's primary supply route, as part of an offensive to encircle Vuhledar. In this encirclement, Russia also seeks to continue capturing the rest of Paraskoviivka and start an assault onto Kostyantynivka with the 155th, now newly refreshed and a veteran unit following its hard-earned win in the Battle of Novomykhailivka.
Russian forces restarted the push towards Vodyane from Solodke and Volodymyrivka to cut the O0532 supply route between Vuhledar and Kostyantynivka. (1, 3) Meanwhile, several kilometers north, Russian marines continue to capture more parts of Paraskoviivka (2) and have made advances in an attempt to encircle Kostyantynivka from the southeast and from Pobjeda. (3)
On 7 June, Russian marines fully seized Paraskoviivka after over a month of battle (4) and followed it up with large advances in its flanks to expell the last remaining Ukrainian presence north and south of Paraskoviivka and Novomykhailivka in late June. (9, 10) From their push from Solodke, Russian forces fully seized the Kaolinic Quarry and extended the buffer. (5, 8 ) In both directions, the Russians have made minimal progress in their push towards the O0532 supply route. (6, 7)

July-August - Russia pushes to cut the O0532 Road, Battle of Kostyantynivka Starts
From Kaolinic Quarry near Solodke and Volodymyrivka, Russian forces made large advances that put them only 3 kilometers from the O0532 road in the beginning of July. (1) Russian troops in this area soon reached the O0532 road, but couldn't establish a foothold and withdrew, and started solidifying their advances to attempt another push. (2, 3, 4, 6) Nevertheless, it puts the road under Russian fire control, forcing Ukraine to start utilizing dirt roads to supply Vuhledar.
Finally, on 1 August, Russian forces made another push towards the O0532 road and managed to reach it and establish a foothold, cutting the entire supply route between Kostyantynivka and Vuhledar. (8 ) The only way to supply Vuhledar is through dirt roads in the northwest, which would prove more impractical for the Ukrainians. Russian troops later pushed towards more parts of the road in the directions of a Ukrainian trench system near Vodyane (10) and the "South-Donbassian" mine, which is adjacently northeast of Vuhledar. (12)
The situation for Ukraine hasn't fared much better in Kostyantynivka. Russian troops entered the first houses of the town, (5) and are working to encircle the settlement from a flanking advance in the south and from advances in the north from Pobjeda. (6, 7) The Battle of Kostyantynivka begins, with Russian troops now entrenching themselves into newer positions within the settlement. (9, 11)

Despite the lack of activity in this front in comparison to Pokrovsk-Prohres Front, Toretsk Front, and the Kursk Front, we see a consistent pattern of Russia's plan in this front in which they launched several assaults in multiple directions toward the O0532 road. One of these assaults have already reached the road and has cut the supply route between Vuhledar and Kostyantynivka and thus force Ukraine to supply Vuhledar through dirt roads in the northwest with its impracticality.
With Russian marines entering Kostyantynivka, its capture is evident and would create a supply route connecting to Marinka. It is probable that Russian troops aim to advance southwards on the O0532 road to capture Vodyane, which would become a base to assault Vuhledar in the northeast. Capture of Vuhledar will allow Russian forces to seize one of the main arteries of Donetsk Oblast which could become a major supply route and a defensive line.
