Depends where you do it and whether it's illegal to burn things in general. It's definitely illegal to burn one on someone else's front yard. Or as a direct threat or to cause an imminent act of violence. Or where fire codes prohibit burning things without a permit.
It's not constitutional to ban the specific act of burning a cross, though.

Flag burning is to destroy the symbol of something you hate and there's some rhetoric about burning the cross because it represents purity from light or some shit. Both I assume are protected as long as you burn them where it's legal to light fires.
