It looks like what they did to get around the rules is to have a photographer who wasn't related to Trump's campaign to take pictures of the event. Whether or not the photographer was associated with the campaign is hard to tell but since they didn't press any charges, I'm going to say that it wasn't the case or they knew that they couldn't prove it.

All they can do is seethe that Trump was there and they were not.

To be fair, IVF is stupid expensive ($20,000 an attempt, and you usually need a lot of attempts, especially if you're at the point you need IVF to have a kid, as each attempt can have a ~5% chance of it working). Subsidizing that and giving an incentive for more companies to do it (bringing the price down) would be a good thing, especially with IVG coming on the horizon.
