Senators were appointed by their states. usually from the state legislatures. one of the biggest mistakes in this countries recent history is making the senate a democracy. it allowed out-of-state money and votes to influence who gets elected.The Nazis in general got the most votes though so they won the equivalent of the House or Senate or whichever bit is equivalent in the USA. (I don't really understand the House and Senate things, I haven't really looked into them. Here in the UK we just have MPs in Parliament. And the House Of Lords but those are appointed and partially hereditary, as the hereditary part for new Lords was abolished about 20 years ago.)

I don't have the report on me right now, but I remember that a graph showed in 30 years between 1990-2020, which tracked the decline, showed that Asia experienced a 41% birthrate decline, while South America experienced something like 39% (don't quote me on that number but I remember those two were fairly close on the graph, enough that it surprised me)

There is perhaps a point to be argued here among pro-natalists, as while you would ideally want each family to be ready and the children to have the best their parents can offer, irresponsible sex is an easy way to juice the numbers, and you can even make the argument that perhaps some parents who would be great parents but would never feel ready or want to might have profoundly different experiences when a kid suddenly appears to force unexpected choices. The point here is the clash between every child should be planned for and wanted so you can give it the best, versus analysis paralysis means that you have children later, but might have been able to support and handle more if you'd started earlier and had to adapt on the fly.

Economic shocks cause collapses, but recovery doesn't recover the birthrate.
If you look at the TFR across South America, most of it is seemingly below replacement rate (2.1, although it's technically calculated by the likelihood of a woman surviving to childbearing combined with the male/female birth ratio). In less developed areas, that 2.1 may actually be higher, whereas say in developed nations such as the UK the actual replacement rate might be something like 2.07. The main reason I'd point that out is that the less developed parts of the world may be reproducing far less than you think.
The final point I'll bring up is that migrants going to urban centers for jobs often experience huge birthrate collapses between generations, with third gen immigrants often having a fertility rate even lower than the native population. I don't know if this native average being compared is being inflated by more rural natives pushing up the rate and the rate we see with these third might just be the urban birthrate, or if they go lower than the urban native.

Letting the senate remain "the local government's minion" wouldn't change the whole "superpac them into office" strategy, they'd just have to give a bit more money at most.
