I think I understand the point you're trying to make but I disagree with equating these two things. One involved a major war and an invading country (and yes it was fucking barbaric, depraved things the Japanese did there) and the other involved essentially host nations participating and many different countries engaging in commerce over a long period of time.

You could get much better outcomes from them and for them, but you'd have to be realistic about the differences between populations, and design systems to address them specifically.

....which we're not allowed to do because people explicitly deny that any such differences exist. Everything is a "cultural construct" or some other excuse. If you look up at the top of this page, the question that I asked the guy, but he refused to answer, is if he believes there are any differences between any groups, even men and women. See, the thing is, a people's culture is created by its people, and is designed to serve their needs. It's dumb to think you can swap out the people and they'll still find success in the culture.

Forget about black people for a second (too touchy of a subject). What would happen if you dropped 10,000 white people into a neighborhood in Tokyo? Answer: crime would go up. But that's just the start. There are also aspects of Japanese culture that white people just wont "get" even if they've lived in Japan their whole lives. You'll have white people talking more loudly than the societal norms in Japan. You'll have them forgetting, or not caring about wearing shoes indoors - stuff like that.

Japanese culture is designed for and by the Japanese people. It evolved with them over centuries. It wont necessarily work with a different group of people who faced different evolutionary pressures and thus evolved different preferences, behaviors, and temperaments.

You can create a nice, polite, prosperous society for white people, but you have to build it with white people in mind.

Same for black people. I'm not suggesting you could create wakanda - I don't think they have the IQ for that. But you could create a society that gets better outcomes than what we typically see in the West. Currently, nobody is even trying to do that.
