But I'm not sure how a $25,000 home stipend is going to help when they are in the hundreds of thousands. When you consider the disparity between blacks and normal people there's two lines of thought:
1. Blacks are inferior due to poor access to education and social care
2. Blacks are inferior due to genetics and deeply entrenched social values.

Liberals claim that #1 is what happened, but then all of their policies operate under the assumption that #2 is true. If they truly believed that Blacks were fundamentally equal then they would encourage them to improve themselves to white standards, even if that involves both a carrot and a stick. But instead they have done everything they can to lower standards to the level most blacks operate at, and have not even bothered to encourage blacks to improve themselves.
