It is confusing, its not just you. But check Appendix C of the PDF you link to, it has a list of OPERATIONAL recovery court dockets. Louisa might be approved, but not up and running. It does look like in that same appendix they list that Louisa is part of the Charlottesville recovery docket. So maybe they shift them over their if they get approved since they dont run their own. Good find. I stand corrected (probably)

You are reading that correctly.
When you violate bond a couple of things can happen to you, but because he has a court date so close already they just set the violation hearing date to that and will discuss it all at once while the lawyer and everyone is scheduled to be there. This is very common.

A couple of things could happen. If he were arrested for some other charge, and they held him as a violation of his bond, he'd sit in jail until that hearing to discuss whether bond is to resume or remain revoked. If he had 6 months until the next court hearing, you'd likely see the matter brough up on its own IF the defendants lawyer filed a motion for a bond hearing.

You and many others are conflating the probation vs bond dual status that Austin has, and its confusing as he doesnt know enough to tell us the difference either. He may have been doing both bond check ins AND probation check ins, or since he was doing the probation check ins they simplified things and CC'd the other on the drug tests.

So YES. If the county Austin is in does not see it as a reason to go pick him up, he will remain free to do his weekly check ins until the hearing where they then can decide to revoke bond for the violation of conditions. We may see after his appointment tomorrow with probation that they intend to violate him on that as well, and we'll see other things happen in the domestic court.

Side note as to why he might not have been taken in last night on the welfare check is where Austin actually lives and how service calls are handled. For just a welfare check the neighboring jurisdiction may have been asked to go over to see if he's alright since he's literally across the county line. But when an actual crime was called in I.E. the domestic violence, the actual jurisdiction Austin lives in came directly. Hell they may be so used to dumbasses calling in for a welfare check they didnt even bother looking him up and just drove over said "you good Austin" and left. Contrary to popular belief cops dont look everyone up they talk to.
