Regarding Kamala’s high neck blouses, how about a picture post?
Fashion for female politicians is complicated and advisors are easily tempted to experiment. You can bet Team Kamala is eager to get an edge this way since she’s such a garbage candidate. High neck blouses worn with tailored jackets recall a man’s suit and shirt— almost no skin showing except for the face, neck, and hands. The less exposed and less decorative you are, the more authority you have.

Again, it references a man’s white dress shirt and dark suit but there is also the crisp authority and firmness of glowniggers, nuns, and judges (see my profile pic for an exemplary example). Obviously there was more than a little of the judge/jury/executioner feel to that ensemble.

In a more general way, women wearing black and white have a sense of choosing refinement over prettiness. Such a restricted color palette appears sober and decisive, which made Kamala look the part, even though she continued with her turnt-off-dem-mimosas goofiness.
Notice too that her blouses are often draped, pleated, or have a pussy bow (that’s the correct term) to give a more feminine and luxurious feel while still appearing serious. They also have a charmingly old fashioned touch of Edwardian shirtwaists, prim-on-the-prairie schoolmarms, and the 1980s.

These are low intensity references which tint perception. They touch lightly on many things which are associated with propriety, female authority, invulnerability, and power.
In terms of fashionability, these draped blouses look much better than the minimalism of a plain shell. While Dana Scully looked great in them in the 1990s, today they seem downmarket, especially on a woman of Kamala’s age. Jewelry makes them look even worse (and opens her up to criticism as @ points out) and they don’t have the advantage of hiding a crepey neck and wrinkled décolleté.
