Politisperging here, back in the 90s Clinton strongarmed Haiti into removing import tariffs on rice, this flooded the market with foreign (mostly US grown) rice and destroyed the local rice industry, which was a disaster because that was about the only productive sector their economy had. But US rice farmers are subsidized by the federal government (farm subsidies are incredibly corrupt and there is a very deep rabbit hole to go down there) so it ended up being cheaper than locally grown rice. Do you want to take a guess which state produces 45% of all rice grown in the US? It's Arkansas, and where is Bill Clinton from? Arkansas Democratic party politics used to have a reputation as being woefully corrupt, I mean more than is usual for US politics, and the Clintons basically introduced that to the national level Democratic party. Chances are he owed favors to Big Ag back in Arkansas.

I've always seen this argument whenever a democrat run city is collapsing or has serious issues. I remember the mass homeless problem San Francisco faced (and maybe still does.) and democrats were literally blaming Trump for not helping the city because he was president. I've heard the claim that the "alt-right" would REE If Trump "loses" (or really loses) -- the implication being that the "alt right" are collectivist idiots.
