Well, the way things have played out, Luffy is the chaotic good, and Blackbeard is the chaotic evil that moves to benefit from the messes Luffy makes. The other thing to take into consideration was that Whitebeard said Blackbeard isn’t the one Roger is waiting for. I expect there to be some payoff from that, but that’s a thing where that gets some thematic payoff from Luffy punching him out.Blackbeard is either right before or right after Imu and I can't really see it going down any other way. There is simply too much build up for him as a villain.
My best guess would be that final war is happening. Blackbeard is playing it slick in the background and either gets in Luffy's way as he is about to face Imu (as Blackbeard was going to steal his power before Luffy shows up and they both run into each other right before the door) or he steals Luffy's victory and takes Imu's power becoming the de-facto final boss for a now thoroughly weakened Luffy (I think this is more likely).

The live action was a mistake. Introduced a new group of people to op. And the strawhats aren't terrorist because they don't have a political agenda.
If there’s any real political slant in One Piece, the most I’ve seen is typical “government bad”. Along with those people who wave the Straw Hat flag with the Palestine flag, including Hasan Piker talking with a Houthi about One Piece. And Yamato. Just…Yamato.
