Civilian encounters are both more interesting and more infuriating than pests. It's hard to get Pat to admit (read: change his reply and make a new cope) to anything when the pests poke him but when it's a civilian they make him think on his trotters, which is to say he has to more often than not come up with a bespoke response, as much as he's capable of one.
