The democrat party won’t do that. They’d never make the person who they want to become president step up right now, otherwise anything that happens between right now and the election is on her. Biden is gone, his wife is pretty much acting president.

As for Kamala, she really didn't want to get involved and get tied up with the FEMA budget shitshow going on. But Trump riding in and personally overseeing the relief effort with supplies bought with his own money forced her to actually go down there, give a half assed speech and do some photo ops.
