The negotiations were primarily with Russia as well which was planning on taking over the Ottoman Empire and holding Istanbul, which was called by the Russians Tsargrad. Taking the Ottoman Empire was the primary Russian war aim and Britain was not about to leave those strategic regions unattended when it was already master of the Mediterranean.

The Ottomans governed the Mesopotomian and the Levant through bribes and periodic violence and pogroms. There had not been a good government in West Asia before the foundation of Israel and Arabs still struggle with basic political concepts like religious toleration and civil society. It’s a little stupid to blame the colonial powers of a hundred years ago for fuckups like settlements (great work Israel!) or very improbable fuckups like Arabs never fully industrializing or developing functional political systems.
