Nah, people heard him say on a podcast he was in favor of letting some more specialized degrees stay in the US for AI and tech in general and decided this meant being pro mass migration. Sure, there are ethnically Russian, slavic White Chinese (俄羅斯族 or Russian Peoples), some Tajiks and Berbers are very White too (with significant White genetic makeup and thus passing) but if you had any knowledge of the region, you wouldn't consider Chinese to be a race.
Some were refugees that was exiled by Stalin to China, and some settled in China during the Qing dynasty.
